Although they are not the agency with the direct authority to deny the Scientific Collection Permit currently pending to eradicate the deer, the Commision nevertheless establishes the regulations that the California Department of Fish and Wildlife is then tasked with implementing.  The role they play could prove to be instrumental in forward thinking and flexible solutions to the unique challenges facing Catalina Island.
